Activity | Property Services was a multidisciplinary directorate incorporating two sections of the Livingston Development Corporation that had, prior to 1991, existed separately or operated as part of another department. The sections that were brought together to make up Property Services were the Housing Department and the Direct Works Organisation. In response to compulsory competitive tendering legislation, Direct Works was replaced with Client Services in 1993. Client services incorporated the Landscape and Forestry Organisation along with Building Surveyors, Building Maintenance and Grounds Maintenance. The Director of Property Services was David Kelly, who had previously been Chief Officer of the Housing Department.
The Directorate was responsible for providing management and maintenance to all property owned by the Corporation. This included housing, community, commercial and industrial premises. The Housing Section, which was responsible for the management of some 7300 residential properties owned by the Corporation, was one of the key elements of the newly formed Directorate, acting largely independently.
Direct Works/Client Services was responsible for providing management and maintenance to all property owned by the Corporation. This included housing, community, commercial and industrial premises.
The remnants of the Community Development section were transferred from the Commercial Directorate to the Property Services Directorate in December 1993, being incorporated into the newly created Communication Services. Communication Services was the final incarnation of a department that had played a vital role in the development of Livingston's community. |
