AdminHistoryPlots designated as suitable for private housing within Livingston were sold to speculative developers at prices assessed by the District Valuer, or by advertising in the national press where they were subsequently were sold to the highest bidder. Market conditions determined the value of the ground irregardless of any amount spent by the Corporation on the plot prior to the decision to sell. The Commercial Directorate managed the process from inception to completion.
