AdminHistoryThe Livingston Development Corporation owned the majority of land with the designated area. Throughout its lifetime, the Corporation leased, sold and otherwise disposed of this land for a variety of reasons, including: to encourage private residential and commercial investment in Livingston; to allow the relevant authorities to build schools, fire stations, police stations, health centres, hospitals, roads, parks, leisure centres, gas and telephone infrastructure; to allow religious groups to build churches and so on.

Whilst the Commercial Directorate usually undertook the valuations of property and land, and undertook the negotiation of sale price, or maintained liaisons with the relevant authorities regarding construction and maintenance, the Legal and Administration department was responsible for drawing up contracts of sale and exercising the Corporation's legal rights.
