AdminHistoryDevelopment Corporations were responsible for appointing their own staff, but the number and nature of staff had to be agreed by the Scottish Office Development Department. The Establishment Committee, usually consisting of Board members, determined and approved the number of posts and salary grades of those posts within each department. This decision was usually based on recommendations from the Chief Officer of the relevant department, but the Committee had final approval and rejected some proposals on financial grounds. Chief Officers had to justify the creation of new posts, the re-designation of existing posts, or increased salaries based on evidence given by the changing work loads and priorities within their department. The Committee usually interviewed candidates for senior posts.

Prior to 1967 the Committee met late in each year to to discuss establishment proposals for the following financial year. Following 1967 the Committee changed its practice to meet only where there had been no informal agreement with other New Towns or the Scottish Development Department and where the General Manager/Chief Executive could not use delegated authority to make a decision.
