AdminHistory | Throughout its existence Livingston Development Corporation went through a number of organizational changes, both those which planned and executed within a short time period; and those changes which were unplanned and evolved slowly over many years. As a result senior management, from time to time, decided that their department was no longer shaped to meet its objectives and they initiated a number of audits and efficiency studies with the intention of re-organizing their department. Similarly, junior staff were sometimes unaware of their position within the larger organization and this led to a number of written articulations of aims, objectives, and policies by senior management.
There were two major reorganizations of the housing department. The first came in 1983 when David Kelly replaced Leslie Higgs as Chief Officer. Higgs had been in post for 19 years, and once he was retired a number of changes were instituted according to the vision of the new Chief Officer. Community Development became a more prominent function of the Housing Department in this re-organization.
The second major reorganization came in 1991, when the Housing Department became part of the new Property Services Directorate, and sat alongside Client Services, Landscape and Forestry, and the Direct Labour Organisation. |
