AdminHistory | Leslie Higgs was manager of the Housing Department until 1983. He was not strictly considered to be a Chief Officer. This was based on establishment proposals that his post did not have the necessary duties to be considered a Chief Officer. He was assisted by the Assistant Housing and Social Relations Manager, and a Community Development Officer. In 1985 the manager's post was redesignated as a chief officer, reflecting the fact that Community Development was now a major aspect of the department and carried extra responsibilities for the department head. From 1985, there were two Assistant Chief Officers, one for housing development and one for housing management.
The Manager/Chief Officer met with senior staff regularly, to set policy and procedures and review work in progress. There were several aspects of high-level management that were the sole responsibility of senior managers including: reporting to the General Manager/Chief Executive; liaison with the Scottish Office on issues relating to housing; liaison with Housing Managers in other Scottish New Towns; comment and advice on ongoing Corporation developments; and the responsibility for the organisation of a department that was fit for purpose. |
