AdminHistoryIn 1982 there was a general moratorium on new build housing by Development Corporations in Scotland. As such, through the 1980s the demand for available housing increased. A tenant may have wished to transfer for a number of reasons - the growth, or reduction in size of their family; medical grounds; a change in employment circumstances; or, as in the apparent majority of cases, the desire to move to a better house in a better environment. Prior to 1986 the waiting list for transfers gave priority to medical transfers, and then operated by date of application. In 1986 a shift to a points based system for transfers within Corporation housing stock was introduced. In 1992 a mutual exchange system was introduced - whereby two respective tenants could arrange, with one another, a mutual transfer, facilitated by the Housing Department.
