AdminHistoryThe Eliburn Tenant Co-operative was set up in 1989 by the Livingston Development Corporation in response to The Scottish Office encouraging the New Towns to diversify forms of tenure through the use of such organisations as Co-operatives and Housing Associations. The Co-operative managed 116 houses, flats and bungalows in Leving Place and 20-54 Eliburn South.

The Co-op managed the houses for the Corporation and was paid an allowance for doing so. It had a Constitution and Management Committee. Sub-committees were set up to deal with estate management such as repairs, maintenance, landscaping and enforcing tenancy conditions. The Allocations sub-committee interviewed interested tenants and managed transfers. The Corporation remained owner of the houses. Corporation staff dealt with arrears problems and attended some co-operative meetings. Co-op members had access to training through the Livingston Federation of Residents Associations and their own budget. A member of the Co-operative was expected to attend general meetings, volunteer their services and offer any skills they might have. Tenants had the right to buy their homes but were expected to remain part of the Co-operative.

With the wind-up of the Corporation the Co-operative, like other tenants, was required to vote for their new prospective landlord in a housing ballot. It expressed a desire to remain a co-operative under the new landlord. AS of 2012, the Eliburn Management Co-operative is still functioning as under West Lothian Council.
