AdminHistory | Livingston Development Corporation defined Tenant Participation as the involvement of tenants in matters which affected the quality of their lives, such as, Estate Management; Repairs Policy; Allocations and Transfer Policy; Capital Expenditure Policy.
The Corporation first investigated Tenant Participation in 1982, and by 1984 the Board had agreed to support tenant participation in principle. A pilot scheme was set up in Knightsridge. A progress report was then submitted to the Board in 1985, who agreed to continue the pilot and to employ an additional Community Development Officer to pursue Tenant Participation. By 1986 the name 'Tenant Participation' had been changed to 'Resident Participation' to reflect the growing number of home owners within Livingston.
Tenant Participation had a number of outcomes - the creation of Residents/Tenants Associations, and the Livingston Federation of Tenant's Associations; in conjunction with encouragement from the Scottish Office, the diversification of tenures and the creation of the Eliburn Tenant Management Co-operative; the provision of funds so that residents could be trained to run Residents/Tenants Associations, and a general program of consultation with community bodies on areas of Corporation work that affected their lives.
