AdminHistory | From 1890 to 1975, the primary body of local government in the United Kingdom was the County Council. In 1975, a two tier system was introduced, comprising of District and Regional Councils. The Wind-Up of the Corporation was timed to coincide with the replacement of the two tier system with unitary authorities in 1997 (in Livingston's case, West Lothian Council).
Development Corporations, being specially designated, existed outside of the local authority system, and had a number of responsibilities that would usually be the remit of either District Council, or the Regional Council. As such, there were areas of overlap between the three bodies, and some inter-organisational liaison was required, as in the provision of social care, or the Care in Community scheme.
