AdminHistoryPrior to 1984, Community Work, Community Education, and Community Development operated in relative isolation, which resulted in service provision being implemented in an uncoordinated manner. The Joint Heads Liaison Group was established to address this issue. The group aimed to share information in an open manner between bodies so that corporate planning could take place to develop service provision, projects and resource allocation that would gain maximum use from limited resources. As well as planning the use of these resources, the group co-wrote funding bids and organised joint training initiatives.

In 1990 the Joint Heads Liaison Group consisted of four headteachers of secondary schools, a Lothian Regional Council Education Service Community Education Officer assisted by two team leaders, Livingston Development Corporation's Community Development Officer and a Senior Assistant, and representatives from the local further education college. The group met six times a year.

Operating below the Heads Liason Group was a Working Group which met monthly and undertook to monitor the implementation of proposals as decided by the Heads Group, whilst also selecting ideas for the Heads Group to contemplate.

The Working Group based its recommendations and activities on the work of four Area Teams that each had responsibility for a district of Livingston. These Area Teams consisted of staff from the Council's Community Education Service, the LDC's Community Development Section, and other staff from other agencies as deemed appropriate.

In the early 1990s the group became known as the Inter-Agency Group.
