AdminHistory	Tenants' associations were first formed in 1985 with aid from the Corporation and represented the views of tenants/residents to the Corporation on issues such as Estate Management; Repairs Policy; Allocations and Transfer Policy; Capital Expenditure Policy. Community Councils are the most local form of government in Scotland and have a general remit to represent their local community - they often contacted the Corporation to resolve local issues.
