AdminHistory | New Town Development Corporation's occupied a rather anomalous position in local government, being responsible for some functions that would normally have been the remit of Local Authorities, (variously, between 1962-1996, County Councils, District Councils and Regional Councils) - for example, functions of the Corporation that would normally belong to a local authority included local authority housing and being the local planning authority.
Within the Livingston development area the Regional Council was responsible for providing:
Schools Drainage and sewerage (surface water and foul). Water. Roads (including street lighting). Social works (welfare and children's services). Strategic planning Leisure and recreation facilities (shared with West Lothian District Council)
Whilst West Lothian District Council provided:
Public Health (preventative measures) Public Cleansing Refuse Collection Public Toilets Public Parks and Playing Fields Town planning (in areas not owned by the Corporation) Leisure and recreation facilities (shared with Lothian Regional Council)
To allow the provision of these facilities and services, the Corporation disposed of land to the relevant authority.
The technical departments, especially Planning, attended meetings with Lothian Regional Council/West Lothian District Council to attend to the planning of the provision of such services. |
