AdminHistoryLocal authorities are responsible for the protection of trees. A tree preservation order prevents the felling, lopping, topping, uprooting or otherwise willful damaging of trees without the permission of the local authority. On the designation of Livingston, in agreement with the Livingston Development Corporation, Midlothian County Council issued a tree preservation order for the entirety of Livingston (that fell within Midlothian). West Lothian County Council could not issue such an order due to various technical difficulties, and as late as 1974 negotiations were ongoing for the creation of preservation orders over various trees.

The Corporation also undertook to maintain forests within the designated area (by the Landscape and Forestry section) and had a number of programmes to plant and bolster trees.
