AdminHistory | Prior to 1975 the County councils (Midlothian and West Lothian) were the highways authority. They were replaced by Lothian Regional Council in 1975. Ultimately the councils were responsible for the long term maintenance of roads in Livingston. However, given some of the complex terms in the No-Profit-No Loss agreement signed at the Corporation's outset, and the method of funding roads via grants and rebates from the government, the Corporation designed and constructed the roads. When an area's development (Craigshill I, II, III etc) had been finished the roads were then added to the County Council's/Regional Council's list of highways.
Livingston, in general, was designed with the idea that the car was the future of transport, and so town's layout in grids with trunk roads and feeder roads was aimed at supporting the car. |
