AdminHistory | House sales to sitting tenants of the Livingston Development Corporation was a fairly minor part of its role until the 1980s. Although tenants could, and did buy, the number of sales was between 50-100 per year throughout the 1970s. In 1979, with the re-introduction of discounts to sitting tenants there was a sharp, steady rise in sales, rising to over 350 per year. Given the moratorium on funding for public house building in 1983, major capital projects financed by the Corporation were, in large, funded by the sales of existing housing stock. In 1985 a dedicated Housing Sales Officer was appointed. By September 1987, 2490 Corporation built houses had been sold which was, at the time, 21% of all housing stock built by the Corporation.
In 1990 there was a concerted effort to make tenants aware of their rights under the right to buy scheme. A sales caravan visited areas of Livingston to try and reach potential buyers by educating them on the benefits of home ownership and the discounts available to them.
The Housing Department was responsible for managing the process of selling a house to a tenant.
Legal and Administration arranged the provision of mortgages that were provided to tenants.
