Silty and sandy underlayers of soil in may areas of Livingston required deeper foundations. Soil surveys were undertaken by specialist firms at fixed rates and were not subject to competitive tendering.

The administration file relates to Corporation policy and includes extracts of Board minutes and correspondence with the Scottish Office relating to the costs of soil surveys in Livingston; as well as internal memoranda and other papers.

The engineering files contain correspondence with contractors, copies of invoices and other financial information relating to the surveys, as well as copies of the surveys themselves and recommendations based on the reports.
