AdminHistoryNew industrial and commercial development within Livingston could be initiated in a number of ways. Large estates were planned and submitted to the Secretary of State for Scotland as Stage A Submissions under 6(1) of the New Towns (Scotland) 1968 Act. Individual plots, as long as they did not alter the character of those estates, did not need further approval. The Corporation then, could plan new factories as advance units, or could respond to inquiries from companies wanting to locate to Livingston, but who required specialised premises. With the advent of Kirkton Campus, the Corporation gained considerable experience in providing premises suitable for high technology firms, such as the Seagate computer chip plant, which required a cleaniness 1000 times that of an operating theatre.

Feasibility studies were undertaken when clients (prospective tenants) requested specialised factory units and/or were enquiring as to the costs of such a project. Finished feasibility studies evaluated site investigations, supervised the preparation of detailed drawings and teh submission for planning authorisation, and made detailed costs estimates

The Commercial Directorate liasied with the client and managed negotiations, whilst the technical departments either performed the feasibility study themselves, or tendered out the work to specialised firms.

The administration files are relatively brief and relate to the appointing of contractors to undertake feasibility studies on behalf of the Corporation.

Architects files contain correspondence with the appointed contractor including copies of any reports produced and invoices for work carried out. They do not contain complete feasibility studies - see the Commercial Directorate instead.
