AdminHistoryMidlothian County Council (and later, Lothian Regional Council) was the authority usually responsible for sewers and drainage. In the case of Livingston, the Development Corporation planned and constructed such layouts. Initially an agreement was made that the County Council would pay for trunk sewers whilst the Corporation would contribute to connections to those sewers from house. Later the costs were borne by Lothian Regional Council, who paid 100% of costs for foul sewers and 50% of surface water sewer costs.

Administration files generally consist of correspondence with Midlothian County Council/Lothian Regional Council regarding specific foul water and drainage schemes, including costs and maps plans showing the location of such schemes. Engineering files include more specific technical detail, as well as correspondence with service providers, bills of quantities, financial data and any paper work relating to the management of contracts employed.
