AdminHistoryUnlike with minor developments in Livingston, which could be managed using in-house expertise at the Corporation, the scale of the development in the town centre prompted the use of several firms of consultants, including Woolgar, Zinn and Hunter as consultant civil and structural engineers; consultant quantity surveyors Gardiner & Theobald; the Multiple Shops Federation (a non-departmental government body which advised on the planning of shopping centres); commercial investment consultants, Wright and Partners, and other consultants as necessary.

Woolgar, Zinn and Hunter (later Zinn Hunter) was the most widely used consultant in the early stages of the town centre planning.
