AdminHistory | Manpower Services Commission came into operation in 1973 and by the 1980s had become closely allied with schemes to help and train the long term unemployed. In Livingston, the Community Programme, funded by the Manpower Services Commission and managed by the Corporation, provided employment for more than 330 male and female adults.
They were largely used as support workers for Community Development projects. In 1985 they were involved in schemes including work in Almondvale, Livingston Village Recreation Area, Livingston Mill farm, Environment and Planning Surveys, as well as providing clerical support. The MSC was replaced in 1987 by the Employment Training Scheme. |

For the building of projects overseen by the Corporation, Architects' files can include architects' instructions, which comprise specifications and briefs for work to be done and materials to be used; correspondence and minutes of meetings with contractors relating to the work they have been employed for; copies of invoices, contracts, certificates of completion and other financial papers; extracts of Board minutes (relating to policy and approvals); internal memoranda on the project; maps and plans relating to area of work and any other papers as necessary. |
