AdminHistoryIn 1975 Scotland replaced its hierarchical system of local authorities, County Councils, counties of cities, large burghs and small burghs with a two tier system - Regional Councils and District Councils. Livingston, therefore, changed from being an area withing Midlothian County Council and West Lothian County Council and a number of town based councils, to being part of Lothian Regional Council and West Lothian District Council. This system, in turn, was replaced with a unitary system in 1996 with the creation of West Lothian Council.
