AdminHistoryA reorganisation of the management structure of the Livingston Development Corporation in 1991 saw the formation of the Property Services Directorate. This new, multidisciplinary directorate incorporated two sections of the Corporation that had either previously existed separately or operated as part of another department. The sections that made up Property Services were the Housing Department and the Direct Works Organisation. In response to competitive contract tendering legislation, Client Services was created and added to the Directorate in 1993, incorporating the Landscape and Forestry Organisation along with Building Surveyors, Building Maintenance and Grounds Maintenance. The Director of Property Services was David Kelly, who had previously been Chief Officer of the Housing Department.

With the inclusion of client services, the Directorate was responsible for providing management and maintenance to all property owned by the Corporation. This included housing, community, commercial and industrial premises.

The Housing Section, which was responsible for the management of some 7300 properties and tenants, was one of the key elements of the newly formed Directorate, acting largely independently.

The issuing by hte Secretary of State for Scotland of the Wind-Up Order for Livingston Development Corporation, to be effective form December 1996 (and official from March 1997) caused a further reorganisation as the Corporation prepared itself for the transfer of its functions and repsonsibilities to the newly created West Lothian Council. The remnants of the Community Development section were transferred from the Commercial Directorate to the Property Services Directorate in December 1993, being incorporated into the newly created Communication Services. As housing staff were made redundant, or transferred to West Lothian Council, the housing section ceased to be an independent section and came under the management of Client Services in 1994.

3. The Communcation Services sub-sub-fonds comprises policy and operational papers of the department responsible for Community Development and communicating with tenants towards the Wind-Up of the corporation.

4. Client Services, 3 files only comprising 2 files of minutes of meetings, and 1 landscape and forestry business plan.
