AdminHistory | In broad terms the quantity surveyors department covered cost planning, cost control, and capital budget monitoring for construction and civil engineering projects. Control was achieved through the drawing up of detailed estimates and cost plans based on architects' proposals. At each stage in the design process the cost plan was refined as more data was available.
Once a project was agreed, the QS department proceeded to draw up Bills of Quantities as a basis for tender, and as a basis on which to appraise the financial progress of the project until completion and submission of a final account.
Given that Quantity Surveyors had comprehensive cost information, they also provided aid to Corporate Services in drawing up capital programme budget monitoring.
Quantity Surveying was originally carried out by the Engineering Department, but given its increased importance, Quantity Surveying went out to form its own department/section in the 1970s. |
