AdminHistoryLothian and Edinburgh Enterprise Limited (LEEL) was a agency that operated under the umbrella of Scottish Enterprises, itself a sponsored non-departmental body of the Scottish Office that aimed to encourage economic development in Scotland through a number of methods. One activity that it undertook was to provide training and apprenticeship opportunities.

The Livingston Development Corporation had taken Manpower Services Commission work placement schemes throughout its departments for a number of years. When the MSC was disbanded in 1987, the Corporation took the new Scottish equivalent trainee placements from Lothian and Edinburgh Enterprise Limited. They provided training placements on a number of construction projects, such as the Easter Inch site for Motorola.
