AdminHistoryThe Planning Department played a key role throughout the development of Livingston, being the department responsible for the design, layout, structure and character of the town.

The Structure of the Corporation initially included an Architecture and Planning section with one Chief Officer and a depute. Here architecture and planning were closely integrated. Following the retiral in 1983 of G Hammond, the Depute Architecture and Planning Officer, Planning and Architecture each received their own Depute, and therefore separated more officially, in terms of working practices and responsibility. In 1991, when the Technical Directorate was formed, this separation of functions was again formalised with planning and architecture each having their own section head.

In terms of the overall Planning Policy of the Corporation, ultimate responsibility always remained with the Board, the Chief Executive and Chief Architect and Planning Officer (from 1982, Technical Director).

In brief, the planning Department was responsible for:

A) Preparing and reviewing the Master Plan.
B) Preparing Development Profiles and Stage A area plans.
C) Monitoring, reporting and projecting of population, employment and housing profiles.
D) Prepared briefs for developers (such as for privately built housing) Gave planning authorisations and superiors consent for minor developments,
E) Carried out landscape design and management, landscape proposals
Prepared 4 year capital programme proposals
G) Carried out environmental conservation management services.

Finally, the Corporation Board was the planning authority for the town. At each Board meeting Corporation staff submitted plans and drawings for proposed industrial buildings, housing areas, landscaped areas, leisure facilities and commercial projects. The Board's decision affected whether the project went ahead, was cancelled or amended.
